Parking and camera violation payment plan

To be eligible to enroll in a payment plan with the Department of Finance:

2. How can I enroll in a parking ticket or camera violation payment plan?

If your vehicle has been booted or towed, you can enroll in a standard payment plan with Republic Immobilization Services at www.nycbootpay.com. If you are not able to enroll in a payment plan at www.nycbootpay.com, you can call Republic Immobilization Services at (646) 517-1000.

If your vehicle has not been booted or towed, and you have judgment debt of $350 or more, you can enroll in a standard payment plan with the Department of Finance. We strongly encourage you to enroll online at e-Services.

3. How do I register for an e-Services account so that I can enroll in a payment plan online?

You can register for an e-Services account at www.nyc.gov/eservices. Be sure to have your case number or letter ID. If you do not have a case number or letter ID, please call us at (212) 440-5300, option 1.

4. Do I have to make a down payment to get a payment plan? How long will I have to make my payments?

For judgments under $350, you must agree to a 60-day payment plan with a 50% down payment. For judgments that are $350 and more, a payment plan requires a minimum of 20% down payment and a payment plan term of 24 months or fewer.

5. I can’t afford the payment plan down payment. Do I have other options?

A lower down payment amount or longer plan length may be available to individuals experiencing financial hardship. This requires the submission of additional information and income certification. For more information, contact the Department of Finance via our customer service portal at www.nyc.gov/parkingticketpaymentplans.

6. What can I do if I am unable to make my e-Services payment plan down payment or installment payment online?

If you are receiving the message “No Payment Plan - No payment plan exists for selected type” in e-Services, your payment plan may have been canceled.

If your payment plan has not been canceled, your plates may have been blocked from online payment due to multiple insufficient funds transactions. You must make your payments at a Department of Finance business center with either cash or a money order.

If the above does not apply to you but you are still unable to make payments, please log in to e-Services and send us a message. Under the More tab, click Send Us a Message and select Payment Plans for message type.

7. If I enroll in a payment plan, will my vehicle still be booted or towed?

Enrolling into a payment plan and making your payments on time will prevent enforcement actions, such as having your vehicle booted or towed.

8. My vehicle has been booted or towed. Can I enroll in a payment plan?

If your vehicle has been booted or towed, you can enroll in a standard payment plan with Republic Immobilization Services at www.nycbootpay.com. If you are not able to enroll in a payment plan at www.nycbootpay.com, you can call Republic Immobilization Services at (646) 517-1000. You will need to make a 20% down payment to RIS and complete and sign a payment plan enrollment form in order to retrieve your vehicle.

When enrolling online, select “Click here to pay now” and you will be given instructions on payment by credit card to pay booting fees and 20% of your judgment debt. A copy of your payment plan will be mailed to the address on your vehicle’s registration within 72 hours. Additionally, 72 hours after you register for a payment plan due to a boot or tow, you can manage your payment plan and make monthly installment payments at e-Services.

If your vehicle has been booted or towed, you must provide proof that your vehicle is currently registered and insured in order for the vehicle to be released. You must pay all outstanding booting, towing, and related fees in full. These fees are not incorporated into the payment plan agreement.

9. Will a payment plan stop interest from accruing on my violations?

Although your payments will be more manageable with a payment plan, interest will continue to accrue on your outstanding balance until the amount you owe is paid in full.

10. Why can’t I enroll in a payment plan online through e-Services when I see judgment debt on my plate?

If your vehicle has been booted or towed, you cannot use e-Services to enroll in a payment plan. Instead, please visit our payment plans webpage to learn how to enroll in a payment plan.

Your plates may have been blocked from online payment due to multiple insufficient funds transactions. You may enter into a payment plan, but you must do so in a DOF business center with either cash or a money order.

11. Can I enroll in a payment plan for each plate that I have?

If you have more than one plate, you must ensure that all plates are registered on your e-Services account.

12. My payment plan has been defaulted or canceled. Why did this happen?

The three most common reasons for a payment plan default or cancelation are listed below:

  1. No down payment was made.
  2. Installment payments were not made. If you have paid your down payment and your installment payments, please verify with your bank or credit card company that the charges were processed properly.
  3. New parking tickets or camera violations entered judgment and were not paid in full or added to your current payment agreement. You can add new judgment debt to your payment plan agreement at e-Services.

If the above default reasons do not apply to you, you can contact the Department of Finance to request an explanation as to why your payment plan defaulted. Please log in to your e-Services account, click on the More tab and select Send a Message. Choose Payment Plans under Message Type.

13. My payment plan defaulted because I could not pay the installments. How can I enroll in a new payment plan?

You can enroll in a new payment plan at e-Services by paying a 20% down payment and agreeing to the payment plan terms and conditions.

Please note that if your payment plan has defaulted, your vehicle(s) may be subject to booting or towing.

14. What can I do if I have more than $25,000 in judgment debt but I cannot afford a 20% down payment for a payment plan?

If your payment plan is for more than $25,000 and you cannot afford the 20% down payment, please contact us by logging in to your e-Services account. Click on the More tab and select Send a Message. Choose Payment Plans under Message Type.

15. Can I include non-judgment violations in my payment plan?

Only violations that are in judgment at the time the payment plan is created can be included in the payment plan.

16. Can I enroll in a hardship payment plan at a Department of Finance business center?

You cannot enroll in a hardship payment plan at a DOF business center. However, you can enroll in a standard payment plan by visiting one of our business centers. Hardship and moderate-income payment plans are only available online at e-Services.

17. Why did I receive a new judgment debt notice when I am already enrolled in a payment plan?

If you received a notice informing you that you have new parking or camera violation judgment debt, this means that you have additional parking or camera violations that have not been paid and have entered judgment.
